Bill Starck

Bill has been in the architecture and construction industry for nearly four decades. He has successfully managed William Starck Architects since its inception in 1977. His experience spans the spectrum of building types including: municipal buildings, public safety facilities, educational facilities, hospitals, industrial/ manufacturing facilities, fallout shelters, multi-family apartments and condominiums, office buildings, public transit terminals, churches and retail outlets.

He also has an extensive background in providing managerial services during the construction phase of projects, vast knowledge of applicable federal, state and local building regulations and has provided expert testimony. Currently, William Starck Architects, Inc. maintains a full time staff of seventeen professionals.

Getting Started

Shortly after completion of the new six story Fall River Government Center Building spanning Interstate Highway, Rt. 195, for which I was the Architect in Charge of Construction, I founded William Starck Architects, Inc. I soon hired the first two employees, a drafter and a secretary and the firm began to grow. Now with a staff of 15, including 2 registered architects, I am able to delegate many of the tasks of running the firm to other capable individuals, associates and shareholders, freeing me up to spend more time teaching and mentoring staff while being available to answer technical questions and dealing closely with clients.

Favorite Projects

My firms’ first job, in 1977, was the design and construction of the new Niagara Fire Station for the City of Fall River, Massachusetts, located at 1010 Plymouth Avenue. The building replaced the original building which was designed for horse drawn apparatus; the original corner stone with the date ‘1877’ was salvaged and installed on the new building along side of the new corner stone with the date ‘1977’. The fire station has been since renamed the Candais Fire Station. Since then, we have had our hand in remodeling, reconstructing, renovating every one of the other 4 fire station in the City as well as the design and construction of the new North End Fire Station along with the administration building, maintenance garage and training tower at the Fall River Industrial Park.


When not at the office practicing architecture, I enjoy sailing. In addition to day sails around Narragansett Bay and long weekend trips to Block Island and Martha’s Vineyard, I have sailed to Halifax Nova Scotia several times and enjoy the challenge of blue water sailing and navigating. I also enjoy spending time vacationing in Florida and the Caribbean during the New England winters.
